What are the purchasing guidelines for the Expressway Authority?

Items under $999.99
The item(s) may be obtained from any available sources without seeking competitive pricing, however, competition will be used to the maximum extent practical.

Items $1,000.00 - $9,999.99
At least three quotes (written or telephone) must be obtained.
- Items $10,000.00 - $24,999.99
At least three WRITTEN quotes must be obtained
- Items $25,000.00 - $49,999.99
A formal quote will be issued through the Procurement Department to qualified vendors for an equal opportunity to provide pricing.
- Items over $50,000.00
A formal solicitation (Bid, RFP, RFQ, LOI) will be publicly advertised through the Expressway Authority's website in addition to www.demandstar.com and will be open to all qualified vendors.
Where can I see a list of current bids, RFP or other formal soliciations?
As a part of our recent Procurement centralization, the Expressway Authority has entered into an agreement with Demandstar.com by OnVia to provide distribution of formal solicitation packages as well as vendor management. Click here to see the following:

Do I have to be a member of Demandstar to participate in the formal solicitation process?
No, vendors who do not wish to become members of Demandstar.com can purchase individual project documents from Demandtsar.com without purchasing a membership package. Costs associated with each project vary due to size of documents.
Vendors can register for one FREE agency membership and some Minority/Women owned business may qualify for a free Demandstar.com membership as well. Please contact them by visiting www.demandstar.com for more details on the free membership options.
How do I get on the Expressway Authority's vendor list?
The Orlando-Orange County Expressway Authority does not maintain our own vendor's (bidder's) list. Parties interested in doing business with the Expressway Authority can see a list of all current formal solicitations by clicking here.
Where can I find bid results?
Bid results for current (released post October 1, 2007) can be obtained on Demandtstar.com by clicking here.
Bid results for projects released prior to October 1, 2007 can be found by clicking here.
I am unsure of my contract or Purchase Order number for proper invoicing. Where do I find this information?
