ASSISTANT MANAGER OF EXPRESSWAY OPERATIONS

The Orlando-Orange County Expressway Authority (OOCEA) is currently seeking applicants for Assistant Manager in the Expressway Operations Department. This position will assist the Manager of Expressway Operations in the management of the roadway capacity of the OOCEA Expressway System to minimize the impacts that incidents, crashes and congestion have on traffic flow.

Principal duties and responsibilities for this position will include:

  • Assist with implementation and management of the incident Management Intelligent Transportation Systems (ITS) Program of Projects including CCTV video, travel time project, Data Collection Sensors and servers and the system of dynamic message signs.
  • Monitor Intelligent Transportation Systems, including closed circuit television cameras, dynamic message signs and ITS data feeds.
  • Responsible for contractual management of ITS design, maintenance, fiber optic network maintenance, Motorist Service Patrol (Road Ranger) and Florida Highway Patrol Services including contract adjustments, and invoice processing.
  • Assist in developing and monitoring the Expressway Operations' annual budget.
  • Respond to signing and other traffic operational issues on the OOCEA system.
  • Coordinate resolution of traffic operational issues with Road Ranger Motorist Service Patrol, Florida Highway Patrol, Local police agencies and Traffic Management Centers.
  • Generate work orders and direct efforts of ITS maintenance contractors.
  • Coordinate with General Engineering Consultant for ITS technical support.

This position requires a B.S. Degree in civil or electrical engineering with 7 years of transportation experience or a Master’s Degree and 6 years experience with an emphasis in traffic operations. Must be able to operate a personal computer with knowledge of desktop applications: word processing and spreadsheets. Registration as a P.E in Florida is required. Professional Traffic Operations Engineer (PTOE) license is preferred. Must possess a valid Florida driver's license.

PROJECT ADMINISTRATOR-CONSTRUCTION

The Orlando-Orange County Expressway Authority (OOCEA) is currently seeking applicants for a Project Administrator in our Construction Department. Under the supervision of the Resident Engineer this position will serve as a Construction Project Administrator on multiple projects on the Expressway Authority system.

Principal duties and responsibilities for the Project Administrator will include the following areas:

  • Administration of OOCEA construction contracts and supervision of assigned field and office personnel.
  • Performs on-site investigation and oversight of the construction work on projects ensuring that they are built in substantial compliance with the contract requirements using good construction practices.
  • Regularly reviews Maintenance of Traffic conditions to ensure vehicle traffic is safely and expeditiously moving through the project.
  • Promotes OOCEA's position on quality and teamwork through effective communication and joint issue resolution.
  • Conducts project progress meetings with contractors, utility companies and others involved in the successful completion of construction projects.
  • Ensures that payments made to Contractors are representative of the work completed.

This position requires ten years of engineering experience in highway construction with a minimum of at least five years of major bridge and roadway construction work. While most duties of this position will occur during normal business hours, the successful applicant must be willing to work weekends, holidays and evenings as needed. Must have the ability to develop and use computer systems to track and document specific construction projects. Must also possess and demonstrate effective written and verbal communication skills. Preference will be given to applicants that have completed advanced coursework in Civil or Construction Engineering and currently certified by the Florida Department of Transportation in Advanced Maintenance of Traffic. Must posses a valid Florida driver's license.

DIRECTOR OF PROCUREMENT

The Orlando-Orange County Expressway Authority is currently seeking applicants for a Director of Procurement. This position will report to the Deputy Executive Director of Finance, Administration and Planning. This position will serve as the Authority's principal officer for administering and developing all procurement activities in accordance with the Expressway Authority's established policies, procedures and legal requirements. This includes the management and supervision of the procurement department's staff.

Requirements include an in-depth knowledge of current public sector procurement procedures, guidelines and regulations with a minimum of ten years of progressively responsible work experience in purchasing or contracting. Preference will be given to applicants with recent procurement experience in the transportation or toll road building industry. Must be able to represent the Expressway Authority in public meetings; interact effectively with officials, senior management, contractors and vendors. Must possess excellent written/verbal communications skills and familiar with personal computers and commonly used software. Preference will be given to candidates with public purchasing certification. Requires a Bachelor's Degree in Business Administration or a related discipline. Must possess a valid Florida driver's license.

SMALL BUSINESS DEVELOPMENT MANAGER

The Orlando-Orange County Expressway Authority is currently seeking applicants for a Small Business Development Manager. This position will report to the Director of Business Development. This is an advanced professional position providing consultation, training and technical assistance to the Authority's small, minority, and women business enterprise (S/M/WBE) clients.

The principal duties and responsibilities for this position will include the following areas:

  • Attend various meetings (pre-bid and pre-construction) related to Authority projects
  • Perform bid and contract reviews and on-site monitoring of small, minority and women owned businesses enterprises (S/M/WBE)
  • Conduct preliminary meetings with S/M/WBE firms at project start-up to ensure they are adequately mobilized with the needed skills, manpower and supplies
  • Provide outreach and recruitment of S/M/WBE firms that meet the eligibility criteria for the Authority's Micro Contracts and Small and Sustainable Business Enterprise (SSBE) Program
  • Perform one-on-one consultations with S/M/WBE firms to assess their skills and capabilities
  • Assist in problem solving and administrative matters for Project Managers
  • Provide financial management and technical assistance to the Business Roundtable clients and conduct seminars

This position requires a B.A or B.S. Degree in Business Administration, Public Administration, Economics, Building Construction or a related discipline with at least six years of professional experience in monitoring and evaluating contract compliance, including a working knowledge of Florida State procurement statutes. Also, 5 years supervisory experience or an equivalent combination of related training, education and experience. Preference will be given to those with prior work experience in the road transportation area.
